Dunno ... I see no reason why that has changed. We have not
introduced any new locale entities for 7.1 security upload. You sure
it worked with sarge7 version? Maybe reinstalling local helps?
This is the content of my /etc/apt/sources.list:

so I'm using the stable branch with security updates.
The `locales' package installed has version 2.3.2.ds1-22sarge3 and
`mozilla-mailnews' is of 2:1.7.8-1sarge7.1, before upgrade it was
2:1.7.8-1sarge3
This was printed out when I checked versions of the installed packages:
~# apt-get --reinstall -s install locales
