How did that "master.debian.org" make its way into the config file?
master.debian.org did relay for bugs.debian.org until relatively
recently (i.e. in the sarge timeframe). reportbug in unstable and
testing has been updated, but stable hasn't.
The solution: change the smtphost setting to bugs.debian.org and it should work.
