I tend to agree with this somewhat. The note is uncritical. Anyway, the first thing users seem to do after installing a new package is to check out /usr/share/doc/<pkg>/Readme* -- as they should. The logcheck/changes note should stick around for backporting reasons, as maks mentioned.
