I'm not quite sure: There are well documented ways to produce changes without source (e.g. -B and -b for dpkg-buildpackage and dpkg-genchanges), and not uploading everything in *.changes is just as wrong. Also, which repositories do support uploads with files mentioned in *.changes missing? This seems to be a very, very, very unusual request.
