I investigated this issue a bit more: D-Bus uses dnotify/inotify to monitor /etc/dbus-1/system.d. So if you install a new D-Bus policy file, like knetworkmanager.conf, D-Bus should detect the changes automatically. Although the standard Debian kernel has inotify support, it is safer to reload D-Bus to also support systems with a custom kernel without (d|i)notify support.
