If you open a gnome-terminal, right click the window and choose to
hide the menu bar, key shortcuts like M-t and M-b still open up the
menu bar.  However, if you set in the configurations that you don't
want new terminals to have the menu bar, the keys won't be enabled
(until you show and then re-hide the menu bar at least).

Whether it's a bug or not, it's at least inconsistent behavior, and
I'd prefer that when the menu bar is hidden the shortcuts not do
anything.
