There is
Tracking: keep includechanges
That will preserve the .changes files, but also all other files
belonging to a given source-package until removetrack is called.
(Then the .changes and all files no longer mentioned in any of the
generated index files are removed)
I'm currently looking into implementing the all and minimal options,
but the tracking code is quite old and very unfinshed and hard to think
into, so that might need some weeks before I found enough time for it...
