Absolutely. I guess authors did not paste characters correctly. I reported this bug to the BSS at http://wiki.fdiary.net/font/?kochi-alternative . But ttf-kochi-* fonts became obsolete because upstream authors stopped to develop new fonts. Please use ttf-sazanami-* fonts instead.
