I've built xine-lib successfully, both in i386 and amd64, so I guess that
this bug is semi-specific of s390.

I found a patch for the h263.c file:
http://debian-ppc64.alioth.debian.org/patches/xine-lib_1.1.1-2.0.0.1.gcc4_ppc64.diff

As you see from the url, it's for ppc64, and I don't know if it is related
to the s390 bug or not.

But, someone with access to an s390 could try if removing the "inline"
keyword from the declaration of mpeg4_decode_dc and mpeg4_decode_block in
src/libffmpeg/libavcodec/h263.c makes any difference.
