The reason for a package to be in contrib, is that it is free itself, but requries something from non-free to be functional. contrib packages without access to non-free have no purpose in general.
Hence this is not a bug, but completely correct use of the contrib section. I doubt the firmware was ever in main. If it was then this package would also have been in main.
