What do you mean by 'vnc and X do not really behave in the same way'?

Vnc server *is* an X server, it implements server-side part of the X 
protocol, as well as some X protocol extensions.  And the codebase of Xvnc 
and Xfree and Xorg servers is the same.

I use vnc heavilly in different terminal-network setups - e.g. by making 
Xvnc to connect to kdm on startup, etc. I don't see in which part Xvnc is 
not an X server :)

I've filed the bug report after I've seen that someone has shown 
[non-technical] users of our network that they may use vnc-over-ssh to get 
graphical sessions on our application server from outside of our network - 
and the users got confused when under vnc they got something different 
from session I've tuned for their needs. Of course, this partuculer case 
could be handled by instructiong users not to use 'vncserver' script, 
and/or customizing that script - but I don't see why not make a global 
solution :)
