Quoting of variables in .pc files doesn't work as advertised in the man
page:
Note that variable references are written "${foo}";
you can escape literal "${" as "$${".
In fact, $$ is used as an escape for % (see parse.c) and there appears
to be no way to pass a ${foo} unscathed through pkg-config.
