I don't intend to fix this. There is currently a conflict on ntp, which depends on ntp-server, which in turn used to depend on ntp-simple | ntp-refclock. So I would atleast need a conflict on both ntp-simple and ntp-refclock. The ntp package has removed the Depends on ntp-server because of circular build dependencies, which is why you have a problem now. The proper way to do this would actually be that the ntp package provides the time-daemon virtual package, for which I do have a conflicts. (See #316549). Anyway, the reason I won't fix this is because the ntp package will be removing the ntp-simple, ntp-refclock and ntp-server pacakge and move everything into the ntp package. So my conflict on the ntp will work again. I will close this bug once the ntp package has been fixed and moved into testing.
