Hello,

With [EMAIL PROTECTED] and during the creation of a database, gramps
can create but not access database whose path or filename contains
special iso8859-15 caracters (like « généalogie » for instance) :

An error windows opens : "utf8 codec can't decode bytes in position xxx:
invalid data"

console stderr :
(gramps:27544): GConf-CRITICAL **: gconf_engine_set_string: assertion
`g_utf8_validate (val, -1, NULL)' failed


The issue disappears when using LANG=fr_FR.UTF8.
