The section of the policy you quote relates to the freeness of
packages, not their availability.

Again, contrib applies to freeness not availability.

As per your request, I'll leave the bugs open for a while, but
I expect you to come up with backup from d-d. If I don't hear
anything by the time I will get back to these packages, I will close
the bug.

I will consider changing recommends to suggests, but I have not
reached a conclusion yet.
