Package: libpam-tmpdir

For a lot of reasons I would prefer the user specific tmp directories in
their HOME directory.
So it is much more easier to set quota.

I checked the source code and found out that /tmp/user is hard coded!

The possibility to set the base directory in the correspondig PAM config
file would increase the usibility.
