The bug report states: | These packages can be unpacked concurrently, because there is no | relevant Replaces or Conflicts relation. The Breaks declaration prevents concurrent configuration of packages. It does not prevent concurrent unpacking. The fields relevant to unpacking are Replaces and Conflicts. I suggest spending a look at the Debian policy where you find more detail. In particular, it recommends using Breaks and Replaces concurrently in many situations. Hope this helps Helmut
