I believe this happens because libceres-dev pins the libeigen3-dev version like this: "libeigen3-dev (>= 3.4.0), libeigen3-dev (<< 3.4.1)". As soon as libceres-dev has been rebuilt against libeigen3-dev 5.x, the error will vanish.
I'll leave the bug open until this rebuild has happened, but I'm marking the bug as "notfound" to indicate that it is a transient issue with the transition and not tied to any particular manif version.
Feel free to change the bug metadata again if you know a better way to record the situation.
