I have a similar but different problem: In my unstable chroot, /sbin/runlevel successfully returns "2 0", causing the following messages: invoke-rc.d: ---------------------------------------------------- invoke-rc.d: WARNING: invoke-rc.d called during shutdown sequence invoke-rc.d: enabling safe mode: initscript policy layer disabled invoke-rc.d: ---------------------------------------------------- So it then totally ignores my policy-rc.d, which says "don't run in a chroot", and goes ahead and tries to run the scripts anyway.
