Guillem Jover made an important comment on my commit [1], namely that installation of the bug reporting customization file should be conditional on the dpkg-vendor being Debian.

I committed a change to the debian/rules files (using the VENDORFILE variable) [2] to address the issue. The commit was made to the same branch (reportbug-presubj-common-licenses) [3] as before.

Sorry for the late reply.

[ I made an interim base-files upload today (14.0) with tidy up changes only, but I've not forgotten about this ]

When I try the proposed change I get this:

debian/rules:86: extraneous text after 'ifeq' directive

Any ideas?

My bad. I fixed the problem in this commit: https://salsa.debian.org/rafael/base-files/-/commit/7580b54a0a068aa9ffe283249549bc41c2f3d694
