ah, interesting; my copy of the policy (3.6.1.1, section 7.1) says 
that this is only available for build-time stuff. the package 
building tools didn't accept the control file with arch-specifics 
in the depends: field when i tried, but it's not unlikely that 
i've made some mistake there.

but coming back to the main point: the only /real/ fix that i can
see would be to have the kernel module building environment check
build-dependencies for modules. any hackery on the outside -source 
package is going to be exactly that, an ugly brittle hack.
