I have independently hit this bug. My download speed slowed from its usual 100+kB/s average to around 3kB/s - worse than when I used to use dialup. It also appeared to be repeatedly downloading the same pdiffs, but I understand from bug 372504 that it's a cosmetic bug. Finally, after all the pdiff downloading, it aborted with "internal rred error".
The next update seemed to download the package files normally, so I could not reproduce/test the problem. Please disable pdiff downloading by default until it supports an upper limit on the number of pdiffs and the display problems are corrected.
