Dear Maintainer,

activating fetchmail per user lacks every sense.
Linux is a multi user system, so fetchmail shoult be able to fetch mail for all 
users on system at a time.

There are more bugs left.
After 
systemctl disable fetchmail
systemctl enable fetchmail
you will get
Failed to enable unit: Unit fetchmail.service does not exist
