The first issue is that the reason for the BLOCKED seems to be the
last item under "Additional info (not blocking)".

If the above is correct, the bigger issue is that this should
only block migration of packages not currently in testing,
but not the migration of newer versions.

jpeg-xl is a key package, part of the ongoing openexr transition.
