Package: valgrind-if-available

Dear maintainers,

the package valgrind-if-available appears to be outdated and has not received 
updates for several years.

I would like to prepare an update for the package, including support for the 
riscv64 architecture, which is supported by valgrind now.
I plan to do this as a one-time contribution under the Debian Collaborative 
Maintenance model (via the /debian group).

My plan is to start during the weekend of 7 March 2026.

If anyone objects or is already working on updates, please let me know.
