Agreed.  Maybe "dgit.default.gbp-quilt=QUILT-OPT"?

While we're at it, it would be useful if dgit also looked at
configuration parameters at debian/dgit.conf in the debian repo, per
my observations here on the debian-devel list thread[1], so there can
be branch-specific configuration options.  Given that whether a branch
is patches-applied or patches-unapplied, whether the gbp quilt
configuration parameter should be set a particular way is a property
of the branch.
