We think it would be better for users to be able to specify this via
git-debpush rather than falling back to dgit.

Approach:

 * Document deliberatelies in tag2upload(5).

 * Change the t2u service to copy all deliberatelies from the DEP-14
   tag to the archive/ tag.  (This is correct, because an unknown
   deliberately is supposed to be ignored.)

 * New option to git-debpush to allow setting deliberatelies.

 * Optional convenience alias, shorthand, or better name, in
   git-debpush (and maybe also dgit).  If we do this we should have
   one for --deliberately-not-fast-forward too (which would be
   appropriate iff one has rewound the Salsa branch, an extreme case).

 * We should really also document everything else about the archive/
   tag somewhere.  tag2upload(5) is the current place for that.
