I had a closer look at this problem and realised that "debian/watch"
is not to blame, because the culprit is rare regression in "devscripts"
package.

When I downgraded "devscripts" from (2.25.22~bpo13+1) to
(2.25.15+deb13u1), "uscan" was able to obtain upstream source
without any issues.

So I tried to build the package but encountered another problem:

```
Depends: libclang-rt-dev-wasm32 but it is not installable
Unable to resolve dependencies!  Giving up...
```

Apparently this is because

```
libclang-rt-dev-wasm32 : Depends: libclang-rt-21-dev-wasm32 (>= 1:21.1.6-1)
but it is not installable
```

So it seems that at this moment dependency of "wasix-libc" is broken
in "unstable".

I was able to build "wasix-libc" in "testing" which means that the package
was fine until recent changes in "unstable".
