Thanks for your reply, I'll python3-tz with python3-pytz in debian for the next upload.
About the upstream patch, already applied for cinnamon 6.8 in development, why don't look good? If there is something that needs improvement, I would suggest writing it directly as an upstream comment, perhaps here: https://github.com/linuxmint/cinnamon/issues/13483
