Package: vim-vimoutliner

In an effort to change the color of body text, I edited
/etc/vim/vimoutlinerrc and then ~/.vimoutlinerrc.  I restarted vim
both times, but neither had any effect.

README.Debian says /etc/vim/vimoutlienrrc is disabled by commenting
out.  Has the actual processing of these files been dropped?  Should
it be?

Maybe I'm missing something.

In both cases I tried

:source ing the file did work.
