There was a number of packages adding udebs a while back:

    qrtr (generating udebs for libqrtr1 and qrtr-tools)
    protection-domain-mapper
    rmtfs
    tqftpserv

When I asked about the scope/plans, Arnaud Ferraris answered:

    I was expecting something along those lines indeed. TBH I'm expecting the  
    person who submitted #1076725 and #1076726 to work on that, especially as I
    don't own any hardware d-i images could target using those packages.       

I'm not aware of such integration's having happened since then (but
I'm not actively monitoring everything happening or not happening),
therefore it's probably not too worrisome to have udebs come and go
(at this point anyway).
