please find attached a patch that I have prepared with the necessary changes to restore the xinetd scripts and to install the systemd unit files in the usual place /usr/lib/systemd/system/. In addition, dh_installsystemd is called from debian/rules with --no-enable, --no-start, and --restart-after-upgrade so that the units are not enabled and started by default (e.g., on the client side), but a package upgrade would also trigger a restart of nuttcp if it was enabled and started by a user on the server side. I think this is an acceptable compromise.
