The issue was caused by linux-image-6.17.8+deb13-amd64 being stuck in a half configured state, which caused all subsequent dpkg transactions to fail. Once the kernel package was cleaned up and reconfigured successfully (including fixing the underlying /boot state and rerunning initramfs/grub), the issue resolved and package installation works normally again. This does not appear to be a kernel packaging bug but a local system state issue compounded by PackageKit retries.
