Justification: renders package unusable

Dear Maintainer,

On trixie, finger does not show anyone as logged in.
This is because finger uses /var/run/utmp to determine
who is logged in and this is no longer available in trixie.
On buster, this was not yet a problem!

On buster:
michiel@bookworm1:~$ finger
Login     Name       Tty      Idle  Login Time   Office     Office Phone
michiel              pts/0          Jan  4 14:55 (10.200.50.1)

On trixie:
michiel@trixie1:~$ finger
No one logged on.
