2. Should a golang package install the ".out" files? I don't know enough about the golang ecosystem to answer this but I think this a question for the golang tooling, not for a single package. Can you reassign the issue if you agree.Given they are generated by the testsuite (and not the build process), it would be unlikely if they were required. (They also very much look like human-readable, and not computer-readable, output.)
