'trickle -d 2 apt-get'.  I believe 'apt-get' does standard http or ftp
downloads.

Not as tests for this bug, but lets see...  

'trickle -d 3 gtk-gnutella' with about 3/bytes in and 100 bytes out
average, (according to its own meters), idling so to speak, doesn't
seem to cause 'trickle' to get hungry for CPUs.  Once 'gtk-gnutella'
starts to download something, 'trickle' has no effect on the download
(it's a continuous 5K), but the CPU shoots up to 80%+.

I closed 'trickle -d 3 gtk-gnutella', with a <Ctrl-C> since it was kept
to busy doing stuff to even redraw the screen.  Then I restarted
'gtk-gnutella' without 'trickle', then the massive CPU usage ceased,
and the program stayed below 10% as is usual.

If you have suggestions for other tests, I'll run 'em...

Well the subject line and message both had the word "dialup"; but if
that wasn't specific enough, on my system it means a 56K external v.92
modem, which with my ISP usually goes about 5K per second.
