The EU has issued new regulations that banking software has to do
"Verification of Payee" (VoP). Support for that has been added in
hibiscus 2.12.0 upstream but it also need new upstream versions of
hbci4java and jameica.

hibiscus is basically useless nowadays as it can't do transactions.

I did some manual tests. And also have positive reports from other
users.

I think the risk is rather low as the current version is broken.

I know these are not the typical stable updates and I am sorry for such
a big diff but I think this is the best way to support our users. Note
that we did a similar change change in buster with #943889 back then.

Upstream updated the hbci4java and hibiscus packages to fix more issues with
the Verification of Payee. New patches attached.

Sorry again for the big diffs.
