Thanks everyone for the swift turnaround!

Just performed an installation test in the same environment:
 - Installation with Debian 13.2 netinst, boot with +deb13u1 (current),
   confirm no ntp_servers, no NTP sync; enabling trixie-proposed-updates
   then dist-upgrading means no prompt, an updated /etc/dhcpcd.conf file
   and `systemctl restart networking` is sufficient to get timedatectl
   to report `System clock synchronized: yes`.
 - Debian 13.2 netinst paused at the end of the installation process,
   trixie-p-u manually added to /target/etc/apt/sources.list, and
   dhcpcd-base upgraded before the first boot into the installed system.
   timedatectl directly reports `System clock synchronized: yes` on the
   first boot.
