Maybe both. I have no opinion for now.
Python transitions also have the opposite problem of missing transitive dependencies, but it is unclear how much manual dependency manipulation would be really beneficial. What could help Python transitions automatically would be an option in a ben file to ignore "unknown" packages for dependencies.
I'm not sure I follow... Why not tune the "affected" condition so that there is no "unknown" packages?
