Has the new host fewer hypervisor capabilities? I see a couple of QEMU
and early boot errors which didn't occur before and which I can't
reproduce locally either:
13262s qemu-system-x86_64: warning: host doesn't support requested feature:
CPUID[eax=01h].ECX.aes [bit 25]
13262s qemu-system-x86_64: warning: host doesn't support requested feature:
CPUID[eax=07h,ecx=00h].EBX.sha-ni [bit 29]

I note that autopkgtest-virt-qemu (which works) runs vith 2 vCPUs which
might be something worth trying, but otherwise I wonder how to debug
this since I can't reproduce the issue locally and I suppose uploading
new packages and using debci for trial and error isn't desirable either.
Given autopkgtest-virt-qemu works, could you please provide its
qemu-system command line for comparison? There might be something to
tweak in our tests there. Having the boot messages (`--show-boot` flag)
for comparison could be helpful too.
Cheers
