I wonder whether the following would be a better solution:
- contents of graphviz moved into a new package graphviz-core
- new metapackage graphviz depends on graphviz-core and all(?) plugin packages

Most users (including users upgrading from trixie) expect graphviz to 
provide all functionality.

A meta package setup would make installing only some plugins opt-in for 
users and other packages who know what plugins exactly they need.
