This is https://bugs.debian.org/1122805 You can install xkb-data 2.42-1 and then run sudo apt-mark hold xkb-data to prevent that package from being updated. After the bug is fixed, you should run sudo apt-mark unhold xkb-data to get updates for that package again. Thank you, Jeremy Bícha
