I proposed a patch for adding a presubj for reportbug [1]. With this patch, when a bug report is filed against base-files, reportbug will display a warning indicating that requests to add new licence files to /usr/share/common-licenses should be filed against debian-policy. The warning also directs the bug reporter to the base-files' FAQ.
Guillem Jover made an important comment on my commit [1], namely that installation of the bug reporting customization file should be conditional on the dpkg-vendor being Debian.
I committed a change to the debian/rules files (using the VENDORFILE variable) [2] to address the issue. The commit was made to the same branch (reportbug-presubj-common-licenses) [3] as before.
