So my analysis above was completely wrong :) I was apparently looking at all the wrong files. There is nothing wrong with the contents of the packages themselves. The libzstd1-dbgsym:amd64 and libzstd1-dbgsym:i386 packages cannot be installed at the same time because none of them is marked as Multi-Arch: same. It seems to me that this is some kind of regression in debhelper; ISTR a time when it would do that, but ICBW :) Reassigning the bug accordingly.
