I don't think this is a Debian-specific problem, thought maybe menu-xdg
is stressing gnome-panel more than the upstream setup.

I would propose to try to change gnome-panel to access
/var/lib/menu-xdg/menus/debian-menu.menu directly instead of through
the symlink '/etc/xdg/menus/debian-menu.menu'.

The issue is that /etc/xdg/menus/debian-menu.menu is a dangling symlink
until /var/lib/menu-xdg/menus/debian-menu.menu is generated.
