I'll move the Depends from gnome-session-bin to gnome-shell and gnome-control-center. Both of those try to use upower's D-Bus interface. upower is used not only to report the device's battery state, but also used for the Power Mode (power profiles) feature which I believe does work on "desktop" CPUs.
Practically, this doesn't get you what you requested, but I am taking an action in response to your request and have provided justification for why this dependency exists. Thank you, Jeremy Bícha
