It was removed in: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1089163 (I'm a bit suprised it was only removed then, I had thought I filed an removal ticket earlier? Well...)
In short: totally stale and our of date; no longer needed at local test
for bls; and for local tests has no advantages over blhc (It's
architecture is optimizes towards being able to scan the whole build log archive
cheaply).
