I just ran into this bug because of the need for a Win11-DomU. Turns out, if you want to create a WIn11-DomU, you need UEFI boot.

But even if you have UEFI boot, you also need a vTPM module for Win11, which vanilla Xen doesn't provide (yet?). AFAIK, XenServer and XCP-ng provide a vTPM module, and then there are customized solutions.
