Dear developers,
In some restrained environments (i.e. when users are not administrators
of their machines), having an app catalog while users are not allowed to
install or remove packages is confusing.
Demoting gnome-software to Recommends would allow administrators of IT
fleets to remove it completely from users' machines.
Optionally, also demoting gstreamer1.0-packagekit to Recommends would
allow to remove packagekit completely from the default desktop install,
which is also desirable in this use case.
