Elliott, can you check these logs: /var/log/xen/qemu-dm-*.log*
If you have an error similar to this:
xen-qemu-system-i386: -device
rtl8139,id=nic0,netdev=net0,mac=XX:XX:XX:XX:XX:XX: failed to find
romfile "efi-rtl8139.rom"
then you need to install package ipxe-qemu, even if you don't boot your
VM from network.
In trixie, qemu-system-xen no longer depends on ipxe-qemu, which
reintroduces a previous issue:

Indeed, that change went to bookworm, but never to trixie, -
I added it when bookworm was about to be released and a more
recent version of qemu has already been waiting in experimental, -
and the next qemu upload to unstable after bookworm was out was
without this change.
I'll update the dependency in trixie and in sid for current
versions, this is for sure - it's a genuine bug.
The logs to look at is also a very good suggestion.
But please note: the bug report says "qemu update breaks xen" -
I can imagine the OP had a bookworm system, which worked - this
means ipxe-qemu has been installed. When upgrading, I don't
think this package has been removed. So it might still be in
the system... so the prob might be elsewhere.
Either way we have to wait for more info from Elliott.
